Motion by Wilharber, second by Burgstahler to table discussion of the petition until July 13, 1988 when the resident at 6923 Tourville Circle and a full City Council can be available, motion carried unanimously. Council member Wilharber encouraged resident to contact the Council if they have further problems with the police department, so that all such matters can be taken care of in the future. John and Wendy Sullivan, 6926 Oak Circle appeared before the Council to request that the double permit fee which is required by the Minnesota State Building Code for structures that are constructed without first obtaining a building permit be waived in their case as they feel that they did attempt to make some effort to inquire about such a permit. ~ Clerk advised that she does not dispute that such a contact was made, but that the contents of the Sullivans perception of the happenings concerning the contacts does not correspond to the administrative procedure of City Hall with regard to building permits or building code inquiries. Clerk advised that there is no record of the above mentioned contacts. Motion by Burgstahler, second by Wilharber to -waive the double building permit fee for John and Wendy Sullivan at 6926 Oak Circle; -justification: based on the fact that the resident did appear to make contact with the City and that other facts regarding the matter are unclear, motion carried unanimously. Motion by Wilharber, second by Burgstahler to authorize the Clerk to attend the second year of the Municipal Clerks Institute July 11-15, 1988, motion carried unanimously. Motion by Wilharber, second by Burgstahler to adapt Resolution #88-44 authorizing Centennial Fire District to enter contracts with State of Minnesota and County of Anoka to provide fire protection to Department of Natural Resources, Lino Lakes State Correctional Facility, and Anoka County Park System, motion carried unanimously. Council member Wilharber will not be at the August 1, 1988 City Council meeting. Council member Fritchie may attend the Anoka County session on the year 2000 projections for Anoka County on June 28, 1988.
