<br />Pursuant to due call and notice thereof; the City Council of the <br />City of Centerville held their regular meeting on June 8, 1988. <br />Mayor L'Allier called the meeting to order at 7:10 p.m. Present: <br />Fritchie, Wilharber, Burgstahler. Absent: Neumann. <br /> <br />Motion by Burgstahler, second by Wilharber to accept the minutes <br />of the May 25, 1988 meeting, motion carried unanimously. <br /> <br />APPEARANCES <br />Wayne LeBlanc, 1677 Peltier Lake Drive appeared before the <br />Council to introduce the Peltier Lake Association. LeBlanc <br />advised that the need for two separate Lake Associations is <br />because Centerville Lake and Peltier Lake are so different. The <br />two Associations will cooperate with each other. <br /> <br />Gary Groehn, Auditor from Abdo, Abdo, and Eich appeared before <br />the Council to go over the 1987 Financial Report. He advised <br />that the General Fund, Park Fund, Fire Equipment Fund, and Sewer <br />Fund have all increased from 1986. Groehn also advised that the <br />current General Fund balance is $64,129, but that he recommends a <br />fund balance of $80,000 for a city Centerville's size. He also <br />noted that this fund balance should grow as the City grows. <br /> <br />OLD BUSINESS <br />Walter and Lu Prachar, Box 78A Little Pine Route, Aitkin, <br />Minnesota were present to request to split the 170' X 170' <br />base site around the Cellular I tower from a larger parcel. This <br />would enable the 170' X 170' site to be a separate parcel. <br /> <br />Clerk noted that a public hearing has been held for a variance to <br />Ordinance #8, Article 2, Section 21-05, but that the split would <br />also require variances to Ordinance #4, Sections 33.01 and 33.03, <br />and TABLE B, MINIMUM LOT SIZE, RURAL RESIDENTIAL DISTRICT. <br /> <br />Mr. Prachar noted several items: <br />-Would like the split at 170' X 170' to maintain the <br />character of the land. A change in the character of <br />the site would result in a change in the lease to <br />Cellular I. <br />-The tower is structured to fall upon itself, however, no <br />engineer can put this is writing. <br />-The City could take care of its concerns about the tower <br />falling by not allowing future buildings around the <br />site. <br /> <br />Also present was Max Thompson of Cellular I. Thompson noted: <br />-The tower is designed for 75 mile per hour winds. <br />-There is no way the tower will fall. If it were to fall it <br />would be difficult to assess where it would fall. The <br />tower could be assessed to determine where the weakest <br />member is. <br />-Cellular I does not want the additional land, as they do <br />not want to pay additional rent or annual <br />contributions. <br />
