CC Meeting Minutes
Page two
December 20, 1988

Peterson noted that it may be a good idea for all of the Councils
to meet and discuss the District budget early in the process.

Pelton noted that maybe the issue of the District formula should
be resolved first. Go to the meeting with the other cities,
listen to what they have to say, come back and discuss the
options on the City level and then respond to Lino Lakes
regarding the formula. Station #3 could then be the next step.

Council member Burgstahler advised that the City should try to
approach the meeting with Lino Lakes positively, expect to be
flexible, but in his opinion, he would be firm on the current
basic financing.

Council member Fritchie advised that the politics need to be
taken out of the District. She cautioned the incoming Council
members to not sell the City short.

Commission member Fritchie recommended that the 1989 Fire
Commission member opening be filled by a City Council member so
that the Council could become closer to the issues.

Commission member Englund did not necessarily agree. He felt
that the idea of the Fire Commission was to try to keep out the
politics. He suggested that it may be more important to have the
Commission members come to City Council meetings to update the
Council on issues.

Commission member Fritchie also recommended that the City Council
look at reimbursement of Commission members for their attendance
at regularly scheduled Commission meetings. His recommendation
would be $25.00 per meeting.

Peterson noted that using a cost per capita as the formula for
the fire budget, the cost would be very high for Centerville. He
also noted that if the Council were to choose to implement
Commission member Fritchie~s recommendation of a City Council
member also serving as a Commission member, he would not be the
person to serve. He advised that he is on the fire department
and the Relief Association, and that this may be a conflict of
interest.

Pelton asked Commission member Fritchie to suggest amendments for
the Joint Powers Agreements. Fritchie advised that he would do
so.

Motion by Burgstahler, second by Fritchie to direct the City
Clerk to write a letter to the City of Lino Lakes advising of the
dates that the City would not be able to meet in January; a copy
of this letter will be sent to the City of Circle Pines, motion
