<br />City of Centervine <br />Council Meeting Minutes <br />March 11, 2009 <br /> <br />City Engineer Statz commented that applications are out for additional grants; however, <br />he is not hopeful that they would be awarded. <br /> <br />Discussion ensued. <br /> <br />Motion bv Council Member Lee. seconded bv Council Member Paar. to first <br />comDlete the 2009 Street Project in the amount of $5.400 and to aDDrove the request <br />to move forward with the PFA. All in favor. Motion carried unanimouslv. <br /> <br />The consensus was to consider at the next meetin!!. authorizin!! the work to aDDlv <br />for PFA fundin!! for the Downtown Area draina!!e system. <br /> <br />6. Mr. Ken Toltzman. City Assessor <br /> <br />Mr. Toltzman, City Assessor, appeared before Council to answer any questions. <br /> <br />Mayor Capra questioned Mr. Stoltzman about the appraised value of properties and <br />decline in valuation. She explained that the County did the 2009 assessment. <br /> <br />Mr. Toltzman stated that he would be working on the payable 2010 property valuations <br />and that the City Board of Review is scheduled for April 8, 2009. He explained the <br />process for the tax statements payable for 2009. He stated that the notice of new market <br />values for payable 2010 would be mailed by Anoka County very soon. That notice will <br />include his phone number and the date of the City Board of Review. He commented that <br />he would take calls on any questions. He explained that 25% of the properties in the <br />City are reviewed each year and that he would follow the same grid as the County. <br /> <br />Mr. Toltzman commented that the real estate market has impacted townhomes the most <br />with the least affected being lakeshore properties. He stated there are basically two <br />markets: the foreclosure market; and, the normal real estate market. He explained that <br />valuation is determined by the normal real estate market and not the foreclosure market. <br />He explained the valuations are submitted to Anoka County for the City of Centerville. <br /> <br />City Administrator Larson asked Mr. Toltzman if an across-the-board percentage of is <br />applied to property values of homes not in the part of the City being reviewed. <br /> <br />Mr. Toltzman replied that was correct. <br /> <br />IX. ANNOUNCEMENTS/uPDATES <br /> <br />1. City Administrator. Dallas Larson <br /> <br />City Administrator Larson reported on Main Street Bank and City deposits.
