<br />Pursuant to due call and notice thereo~, the City Council <br />o~ Centerville held their regular meeting on October 8, 1986 <br />at City Hall. Mayor L'Allier called the meeting to order at <br />7:00 P.M. Present: Fritchie, Robischon, Zimny, Wilharber. <br /> <br />Motion by Wilhaber, second by Robschon to approve the minutes <br />of the September 24 meeting, motion carried unanimously. <br /> <br />PETITIONS AND COMPLAINTS: <br />Clerk will send letter to 1688 Sorel Street requesting <br />repair o~ City fence damaged when they cut down a tree on <br />their property. <br /> <br />Motion by Wilharber, second by Fritchie to have Clerk send <br />letter to Waterworks referencing satellite set up for ball <br />tournaments. If intend to continue tournaments next spring, <br />need a satellite for each field, motion carried unanimously. <br /> <br />Clerk will check with White Bear Animal Control on who can <br />call ~or animal pickup. <br /> <br />OLD BUSINESS: <br />Appearance o~ Dean Campbell, Chie~ and Tim Ross, Officer of <br />the Lino Lakes Police Department. Chief Campbell and Officer <br />Ross updated the council on the Lino Lakes Police Department's <br />crime watch program. In addition to the neighborhood crime <br />watch program they have operation identification, house checks, <br />premise surveys, babysitting clinics, school guard crossing <br />training, and defensive tactics training. <br /> <br />Motion by Wilharber, second by Zimny showing support of the <br />Lino Lakes Police Department's neighborhood crime watch <br />program, motion carried unanimously. <br /> <br />Motion by Robischon, second by Zimny to table joining the <br />Centennial Area Crime Prevention Commission, motion carried <br />unanimasly. Centerville will not be participating in this <br />program in the immediate future. <br /> <br />Centerville thanks representatives Wilharber and Foggarty <br />for contributing their time to this cause. <br /> <br />Motion by Wilharber, second by Fritchie to keep quarterly <br />utility billing at the present rate of $41.00 I quarter, <br />motion carried unanimously. <br /> <br />Motion by Robimchon, second by Fritchie to mail letter to all <br />residents re~erencing their liability with encroachments <br />on city right of ways, motion carried unanimously. Clerk will <br />contact city attorney to write letter. <br /> <br />Discussion of Ordinance #14, Section #11 and how it relates <br />to the plowing and maintenance of LaValle Drive and Meadow <br />Lane, two private roads in Centerville; as well as how it <br />relates to future situations like LaValle Drive and Meadow <br />Lane. In relation to LaValle Drive and Meadow Lane, the <br />city attorney felt building permits issued a~ter 1968 were <br />possibly issued contradictory to Ordinance #14, Section 11, <br />but the city is still not liable to plow or maintain a <br />private road. It is illegal to spend public funds on <br />prlvate property. <br />
