One last item I would like the City Administrator to clarify. In making recommendations
about the fee structure for 2002, intoxicating on sale liquor license fees did not increase.
The State has clearly given cities the authority to set this fee. What criteria were used
10 make the recommendation of no fee increase?

I believe these issues highlight the urgent need to create a Liquor Ordinance for the City
of Centsrl/ilIe. We tried to get this started in the fall, but the budget discussions
consumed the agenda. Licensee's need the assurance of consistent rules and
regulations and the City will seek their perspective. The police need to assist in creating
an ordinance that is enforceable. It is ,essential that public forums gather community
insight and opinion as ~vell.

Therefore, i will call for a series of workshops or hearings beginning January 30 to
gather input to craft a liquor ordinance by the firsl Council meeting in May. At thislirst
meeting, I would like to invite Chief Heckman or his representative(s) to prollide the
Department's perspective. This will be followed in February with talks with licensee's
and public input and comment in the month of March.

~Irn Summai'lj:

I wouldli!,e 'ihe information requested included in the Council packet distributed on
,.j)@U1lllawy 4. .

I want ML Hoe11: to answer tile question about which rule is followed for liquor licensing
,and the due process concerns.

I wan[ the background check information and the violation in-rormation also included in
the January 4 packet.

i wam: !Ile City Administrator to answer the question about no fe-", increase for
intoxicating liquor
