<br />City of Centerville SWMP Review <br />12/10101 <br />Page 2 <br /> <br />6.5 - Include text on identifying retrofit opportunities in the City for water quality and stormwater rate control <br />Include in the Plan a figure identifying the existing water quality treatment with regard to NURP standards for <br />each subwatershed, attached is an example from the City of New Brighton. This figure will allow for <br />identification of water quality treatment ponds and subwatersheds that will benefit from retrofitting or regional <br />water quality ponding. Identify locations of non-treated discharges to City Lakes and Creeks for future retrofit <br />opportunities. The Implementation Plan and CIP have already done a good job of identifying retrofit <br />opportunities for some of these areas. <br /> <br />8.0 - The OPs identify using Stormceptor Manholes as a retrofit to improve water quality. Please provide the <br />RCWD with new literature documenting the performance of this type of practice (not by the manufacturer) in a <br />field setting. It is our opinion that the cost of these practices far outweighs the water quality benefits provided. <br />The District prefers small scale BMPs such as rainwater gardens, infiltration practices, and vegetated swales to <br />improve water quality. Please consider including these types of BMPs in place of or in addition to the <br />Stormceptor Manholes. <br /> <br />A timeline should accompany the proposed CIPs. <br /> <br />Appendices <br />Please include the RCWD's full permit application, brochure materials, infiltration checklist, and design <br />guidelines in the Plan's appendices. <br /> <br />The City of Centerville has presented a well written Plan with specific implementation strategies and CIPs to <br />address their goals and objectives.
