<br />representative outside the Council Chambers. I suggClltcd assigning The Shotlls 10 UnIts, Defoe
<br />8 units, and the tllmaining residents 10 units. This increased Defoe's amount and decreased The
<br />Shores, which ~eemed more equitable.
