RESTRICTIONS ON PURCHASE AND CONSVMPTION <br /> <br />No person sba1I mix or prepare liquor tor conswnption in any public place of <br />business unless it bas a Ucense to sell on-sale, O~ a permit from the Commie,loner of <br />Public Safety under tbe ProvlsJollS of M. S. f 34D1.414, as it may be amended from <br />time to time, which has been approved by the Council, and no person shall consume <br />liquor in any suth place. <br /> <br />Section 22. SUSPENSION AND REVOCATION <br /> <br />(A) The CouncU shall either supend fOr a period not to exceed 60 days or <br />revoke any Uquor Ucense upon finding that the Iiceosee has faiItd to comply with <br />any applicable statute, replattoo or provision of this ordinance relating to liquor, <br />as provided in (B). Except in cases of lapse of proof of rmandal responsibiUty, no <br />llUSpenSion or revocation shall take effect until the Ucensee bas been afforded an <br />opportunity for a hearing pursuant to the Admtnktrative Procedures Act, M. S. ~f <br />14.57 to 14.70, as It may be amended. from time to time. The Council may act as the <br />hearing body under that act, or It may contnu:t wlth the OffIce of Hearing <br />J<nmlners for a hearing omcer. <br /> <br />(B) The followln: are the minimum periods of suspension or revocation <br />which shall be Imposed by the Council for violations of the provisions of this c:hapter <br />or M. S. Chapter 340A, /IS it may be amended from time to lime or any rules <br />promulgated under that Chapter as they may be amended from time to time. <br />Revocations shall occur within 60 days following a violation tor which the <br />revocation Is imposed. <br /> <br />For commission ot a felony related to the Ucensed ac:tivlty, SIlle of alcoholic: <br />beverages whIle the license is under suspeD!llon, sale of intoxicating liquor when: the <br /> <br />P.13/24 <br /> <br />12 <br />
