Except where this <br />Section contains a different provision, the provisions of <br />Minn. Stat., Chap. 340A, relating to the definition of <br />terms, licensing, consumption, sales, conditions of bonds <br />of li:censes, hours of sale, and all' .other matters <br />pertaining to the retail sale, distribution and consumption <br />of intoxicating liquor are adopted and made a part of this <br />Section as if set out in full. In the event of any <br />conflict between this section and the provisions of state <br />law, the provision with the more stringent requirement of <br />the licenses shall prevail. <br /> <br />400.03 License Required. <br /> <br />Subd. I General Requirement. No person, except <br />a wholesaler or manufacturer to the extent authorized <br />under state license, shall directly or indirectly, on <br />any pretense or by any device, sell, barter, keep for <br />sale, charge for possession, or otherwise dispose of <br />in the City any intoxicating liquor without a license <br />to do so as provided in this Section. Liquor licenses <br />shall be of three kinds: On-sale, Off-sale, and Club <br />licenses. <br /> <br />Subd. 2 On-sale Licenses.
