<br />require the applicant to pay an additional <br />investigation fee which the City Administrator deems <br />necessary to complete its investigation of the <br />applicant. The applicant shall pay such an additional <br />investigation fee within five (5) days of being so <br />notified. If such additional investigation fee is not <br />paid within such 5-day period, the City shal.l <br />discontinue consideration of the application. <br /> <br />Subd. 3 Council Discretion. After the <br />investigation and hearing, the Council shall, in its <br />discretion, grant or refuse the application. No off- <br />sale license shall become effective until it, together <br />with the security furnished by the applicant, has been <br />-approved by the COIl1l\1Tssioner of Public Safety. <br /> <br />Subd. 4 Person and Premises Licensed: Transfer. <br />Each license shall be issued only to the applicant and <br />for the premises described in the application. No <br />license may be transferred to another person or place <br />without Council approval. Any transfer of stock of a <br />corporation licensee is deemed a transfer of the <br />license, and a transfer of stock without prior Council <br />approval is a ground for revocation of the license. <br /> <br />400.07 Insurance Required. At the time of filing any <br />application for any type of liquor license, the applicant <br />shall file with the City, a liability insurance policy, or <br />other evidence of financial responsibility, which fully <br />satisfies all of the requirements of Minnesota Statutes, <br />Section 340A.409. Such insurance shall be provided by an <br />insurer authorized to do business in the State of <br />Minnesota. <br /> <br />400.08 Places Ineligible for License. <br /> <br />Subd. 1 Owners. No license shall be issued for <br />the premises owned by a person to whom a license may <br />not be granted under this Section. This subdivision <br />does not prevent the granting of a license to a proper <br />lessee because the person has leased the premises of a <br />minor, a non-citizen who is not a resident alien, or a <br />person who has been convicted of a crime other than a <br />violation of Minn. Stat. Chap. 340A. <br /> <br />Subd. 2 Delinquent Taxes and Charges. No <br />license shall be granted for operating on any premises <br /> <br />Chapter 4 <br /> <br />11 <br /> <br />j. <br /> <br />01-. <br />
