<br />City of CenterviJIe <br />February 27, 2002 <br />Council Minutes <br /> <br />Council Member Nelson commented that this is not the juncture where Council <br />determines the assessments because there will be a public hearing at that time. <br /> <br />Council Member Broussard Vickers indicated Council needed to determine whether to <br />order the plans and specifications which costs money and she is concerned that ifthe <br />developer does not agree with the assessment and challenges it, the City could end up <br />paying the difference. <br /> <br />Mr. Bruce Lattau of 7246 Main Street asked whether the City had considered doing a <br />feasibility study coming from Peltier Lake Drive rather than along Main Street. He then <br />commented that using that route would incorporate 50 or 60 residents onto City water <br />rather than only 10 residents if water is run along Main Street. <br /> <br />Mr. Peterson indicated that it was nearly twice as far to extend the watermain along Pelter <br />Lake Drive to reach the Shores. He then indicated that Peltier Lake Drive will need to be <br />rebuilt in the upcoming years and the City would look at extending the watermain at that <br />time. He further indicated that when asked to do a feasibility study his firm determines <br />thc shortest route for the study. <br /> <br />Council Member Capra commented that per lot these assessments are less than the <br />average that is usually around $8,000. Mr. Peterson agreed that the amounts are a fairly <br />standard assessment. <br /> <br />Council Member Capra asked if the City had heard any more information from Mound <br />Trail. Ms. Moore-Sykes indicated she had not heard anything from Mound Trail. <br /> <br />Mr. Lattau asked whether Council would consider doing a feasibility study coming from <br />the other direction. Mr. Peterson indicated extending along Main Street was <br />approximately 1600 feet and extending along Peltier Lake Drive would be 3200 feet. <br /> <br />Mr. Lattau indicated he had overheard the developer and the City Engineer discussing the <br />project after the last meeting. He then expressed concern that the City Engineer was <br />working with the developer to figure out the numbers and questioned whether the City <br />Engineer is looking out for the interests of the City or the developer. <br /> <br />Mr. Lattau asked for clarification of the conversation he overheard because he felt the <br />conversation was inappropriate. Mr. Peterson eXplained that he speaks to the developer <br />all the time and has to communicate with him if the City wants water in the development. <br /> <br />Mr. Lattau commented the developer wants water but none of the other residents do. <br /> <br />Council Member Nelson clarified that the City wants water and the developer does not <br />want the water. <br /> <br />Mr. Lattau commented that, if the City wants water, then the City should get as many <br />residents involved as possible and go the other way. <br /> <br />Page 6 of 24 <br /> <br />., <br /> <br />. <br />
