<br />.. <br /> <br />. <br /> <br />NORTH METRO MEDIA CENTER MEMO <br /> <br />TO: OPERATIONS COMMlTIEE/CABLE COMMISSION <br />FROM: HEIDI ARNSON <br />SUBJECT: PEG FEE AUDIT <br />DATE: 2/27/02 <br /> <br />I have recendy received a PEG fee reconciliation report fmm-AT&T Broadband. According to <br />the report, we have been overpaid, across the last four years, by $48,515.74. <br /> <br />In checking the figures provided, I believe I have found two errors. First, it was my <br />understanding that AT&T Broadband could not, according to the MOU, subttact the cost of <br />Universal PEG service from the PEG fees, which it clearly has done in 1998. Removing this fee <br />would remove $4,424.32 from our apparent overpayment. Second, AT&T indicates the amount of <br />their 19984'" quarter payment to us was $105,599. An examination of our records shows that the <br />check was actually written for $95,700. This results in a subttaction of $9,999 from the <br />uoverpayment.:" <br /> <br />Short of discovering bookkeeping errors such as these, we have no way of knowing whether the <br />numbers provided by AT&T Broadband are accurate. The amount of money collected never <br />matches the reported number of basic subscribers. It is AT&T's contention that dle numbers never <br />will match, because they report the amount paid, and not everyone pays their bills. The discrepancies <br />sometimes seem a bit questionable. <br /> <br />Several other area administrators have received similar reports. We have contacted Garth <br />Ashpaugh to inquire about the cost and scope of performing a joint PEG fee audit. The discussion <br />is in the fact-gathering srages, and will be discussed in more detail at our administrator's meeting 011 <br />March 8"'. Questions such as nnmber of years to be examined and the ability to identifY different <br />fra1lchise areas accounting will be addressed at that time. If a joint audit would meet our individual <br />needs, I highly recom mend participating. <br /> <br />I look forward to discussing this issue and any additional concerns or questions you tnight have <br />regarding the PEG fees, their payment, and the AT&T report which is attached to this memo. <br /> <br />~ <br />
