<br />City of Centerville <br />February 27,2002 <br />Council Minutes <br /> <br />Mayor Swedberg indicated Council had discussed the matter and determined that it is <br />possible for the City to accept payments electronically. He then asked Staff to look into <br />setting up a system to do so. <br /> <br />Mr. Frank Zimney of 7252 Lavelle Drive indicated he had spoken with his neighbors and <br />they had gotten a letter relative to the hearing tonight and he did not. He then asked <br />whether he would be assessed again when water comes down Lavelle Drive. <br /> <br />City Attorney Hoeft indicated that Mr. Zimney would only be assessed when his property <br />receives the benefit of water service. <br /> <br />Mr. Zimney inquired as to whether the City had considered the possibility that, with the <br />widening of County Road 14, some of the benefiting properties may not be there. <br /> <br />Council Member Broussard Vickers indicated the County would be paying for the <br />property and having water service increilses the value of the property. <br /> <br />Mr. Zimney asked whether his property would be reassessed by the County after the <br />assessment amount is determined. He then asked whether the value of the home would <br />be increased by $8,000 immediately. <br /> <br />City Attorney Hoeft indicated that the benefit to the property is that the property is more <br />valuable with City water. He then indicated that, if the County were to take the property, <br />or if i1nyone else buys it, the property would be worth the additional benefit provided by <br />City water. <br /> <br />Council Member Capra asked whether the County Assessor would be adding the $8,000 <br />to the assessed value of the property for tax purposes. City Attorney Hoeft indicated he <br />did not want to speak for the County but said it would be possible. <br /> <br />Mayor Swedberg indicated the City is on a four-year cycle for assessments and it is <br />possible it could be up to three years before the assessment would affect the value of thc <br />propcrty for tax purposes. <br /> <br />Mr. Zimney asked if the lots at the Shores would be required to pay hook up fees in <br />addition to the assessment. Mr. Peterson indicated the lots at the Shores would be <br />required to pay hook up fees. <br /> <br />Mr. z'imney asked whether the total dollar amount for the project was raised by $20,000 <br />in order to push the water under the culvert under the lake. Mr. Peterson indicated that <br />part of the reason was because of the need to bring the water under the culvert. <br /> <br />Mr. Zimney indicated the extra costs benefit the Shores. Mr. Peterson indicated there are <br />always obstructions when you have to jack underneath a road not just with the culvert. <br />He also indicated that running the water under the culvert benefits Waterworks and the <br />other DeFoe property not just the Shores. <br /> <br />Page 8 of24 <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />
