<br />. <br /> <br />, <br /> <br />City of Centerville <br />February 27, 2002 <br />Council Minutes <br /> <br />Council recessed at 8:35 p,m. <br />Council reconvened at 8:41 p.m. <br /> <br />2. Eagle Pass 2nd Addition <br /> <br />Ms. Moore-Sykes indicated she was researching whether the sewer charges were paid for <br />the full parcel when Phase I was built out. She then indicated she needed to speak to Mr. <br />Quigley who is unavailable until March 7, 2002. <br /> <br />Council Member Travis suggested reviewing the Developer's Agreement because it <br />should indicate what sewer charges were paid. <br /> <br />Ms. Moore-Sykes indicated the amounts of the checks she has located do not match the <br />Developer's Agreement and she needs to speak to Mr. Quigley for clarification. <br /> <br />Motion bv Council Member Broussard Vickers, seconded bv Council Member <br />Capra to table this matter for further information. All in favor. Motion carried <br />unanimously. <br /> <br />3. Work Plan Water Infrastructure <br /> <br />Mayor Swedberg asked if Council could get a simple map that shows where water needs <br />to be put in. Mr. Peterson handed out a City base map showing all the watermains. <br /> <br />Mayor Swedberg asked for a ballpark number per foot for water. Mr. Peterson indicated <br />the numbers vary depending on the size of the pipe but estimated a cost of $50.00 to <br />$75.00 per foot for watermain. He then noted that estimate did not take into <br />consideration any surface restoration. <br /> <br />Mayor Swedberg asked if it was possible to save money by running the water next to the <br />road rather than underneath it. Mr. Peterson explained that there is a standard location <br />for the various utilities and changing the system interferes with the other utilities. <br /> <br />Mayor Swedberg asked whether the City should plan to fund a certain amount of water <br />each year without having to assess to pay for it. <br /> <br />Council Member Broussard Vickers indicated the City cannot fund paying off debt and <br />she is not sure how the City can avoid assessing people. She then commented that she <br />feels the way water has been done in the past is the most efficient but the City is nearing <br />the end of development and needs to determine how to fund the rest of its watermain <br />expansion. <br /> <br />Council Member Nelson said she feels all of the people that already have water were <br />assessed in one way or another for water, either when they bought their property or when <br />water came down their street, and she does not want to pay for someone else's water. <br /> <br />Page 12 of 24 <br />
