<br />., <br />. <br /> <br />City of Centerville <br />February 27, 2002 <br />Council Minutes <br /> <br />Council directed Staff to provide only the changed pages and a list of corrections for the <br />next review of the Ordinance. <br /> <br />Council Member Nelson asked what the information provided by Staff was because she <br />did not feel it is a typical bank reconciliation. <br /> <br />Ms. Moore-Sykes indicated that she had provided the information to Council that was <br />given to her by Staff. She then noted that Staff was unable to find the $1,000. <br /> <br />Council Member Nelson indicated she would like to see a reconciliation with a beginning <br />and an ending balance. <br /> <br />IX. CONSENT AGENDA <br /> <br />I. The City ofCenterville February 14, 2002 through February 27, 2002 <br />Expenditures. <br />2. Centennial Fire District Expenditures <br />3. Establish Escrow Requirements for Final Grading/Sod Escrow & Quarterly Water <br />Fee (Resolution #02-006) <br /> <br />Mayor Swedberg requested that Item 3 be removed for discussion. <br /> <br />Motion bv Council Member Capra, seconded bv Council Member Nelson to <br />approve Consent Agenda Items 1 and 2 as presented. All in favor. Motion carried <br />unanimously. <br /> <br />Ms. Moore-Sykes indicated this matter came to her attention when Stafftaking utility <br />payments up front were questioned as to why, if a resident uses only a minimum of water, <br />there is a quarterly fee and a usage charge. She then indicated she would like to clearly <br />state there is a quarterly fee regardless of usage. <br /> <br />Mayor Swedberg clarified that the City is not changing the fee just clarifying what it is <br />called. <br /> <br />Ms. Moore-Sykes indicated there has been confusion because residents think if they use a <br />minimum of water they only have to pay $17.00. <br /> <br />Council Member Broussard Vickers suggested calling the fee a water system <br />maintenance fee instead of a water usage fee. <br /> <br />Ms. Moore-Sykes indicated the other issue concerns establishing an escrow amount for <br />landscaping and final grading to ensure that those properties closing in the winter install <br />the sod and complete the final grade when the weather permits. <br /> <br />Council Member Travis asked if this escrow would be in addition to the sod escrow. Mr. <br />Palzer indicated the City had eliminated the $800.00 sod escrow. He then indicated he <br /> <br />Page 22 of 24 <br />
