P;lllL MinneSllla S5J55-40

Mayor Tim Swedberg
Centervill Administrative Offices
1880 Main Street
Centerville, MN, 55038

Dear Mayor Swedberg,

As YOlL know, the Nongame Wildlife Program has monitored the Peltier Island heronry since
1989, During 2000 and 2001 the colony was abandoned during the nesting season and most birds
failed to nest successfully,

In January 2002, a task force of natural resource personnel concerned about the Peltier Island
heronry met to discussion management considerations for the future of the heronry, A review of
the circumstances of these abandonments as welllU1 analysis of the scientific literature has
prompted recommendations for a buffer zone and "Slow-No Wake Zone" designation on a
portion of the lal,e to protect the heronry and other significant natural resources on the island and
in the northern portion of the lake,

From a natural resource perspective, the initial location for tne placement of the Llo-wake zone
boundary proposed by the task larce was a line south of the island and extending east and west
along the southern boundary line of Sections 11 and 10 from shore to shore.. The no-wake zone
wOlLld be for all surface water on Peltier Lake north of this line (This alignment is not depicted
on the attached map),

On March 6, 2002 the Lino LLl,es City Council hem'd testimony from lakeshore homeowners
regarding the proposed alignment of the no-wake bOlmdary, In response to the concerns of the
homeowners, two alternative alignments have been defined.

Altermltive 1
The no wake zone boundary line would be a line extending from the west shore of the lake east
along the southern boundary line of Sections II lU1d 10 to a point directly south of the southeast
comer of the island, The line would then angle northeasterly to a permlment survey point located
on the eastern shore of Peltier Lake on property owned by Mr, Ronald Marier which lies due
west of the southerrnnost outbuilding of Mr. Marier's property, The slow no-wake zone is
proposed for all surface water on Peltier Lake north of this line.

D[\IR In{o!'lnalion: 051,296-6157 . 1-8a8-646-6367 .
