<br />. <br /> <br />Epinephrine mandate approved in Senate <br /> <br />Anne Finn <br /> <br />The Senate last week adopted a provision, on a 37 to 26 vote, that would <br />require ambulances in Minnesota to catty a supply of epinephrine, a medicine <br />that treats allergic reactions. The measure also requires that at least one hour of <br />the current 48-hour continuing education requirement for Emergency Medical <br />Technician (EMT) license renewal be instruction in the administration of the <br />medicine.The provision is effective July 1,2003. <br />According to proponents of the measure, most ambulances already catty a <br />supply of epinephrine. The requirement would simply ensure that all ambu- <br />lances Catty the drug. Opponents argoed the Legislature shouldn't interfere <br />with emergency service providers because they are already voluntarily including <br />the medicine on ambulances. Opponents said the requirement would exacer- <br />bate financial problems for some small, struggling services. <br />The provision was an amendment to HF 3359 (Wiener, DFL-Eagan), a <br />bill relating to nurses' certification requirements. The House did not add the <br />provision to the bill, which means the issue may have to be resolved in a <br />conference committee. .. <br /> <br />Additional liquor licenses granted <br />for six cities <br /> <br />Jennifer O'Rourke <br /> <br />Gov.Ventura signed Chapter 318 into law last week (HF 3058, Stang, R-Cold <br />Spring)/SF 2739, Metzen, DFL-South Saint Paul), giving a number of specific <br />cities the authority to issue additional intoxicating liquor licenses. <br />Cities receiving authorization for additional liquor licenses include:A1bert <br />Lea (3), Brainard (5), Coon Rapids (6), Eden Prairie (5), Proctor (3), and West <br />Saint Paul (2). The number in brackets refers to the number of additional liquor <br />licenses authorized to the city. .. <br /> <br /> <br />New ambulance fee <br />schedule released <br /> <br />Anne Finn <br /> <br />The Center for Medicaid & Medicare <br />Services has released the new ambu- <br />lance fee schedule. The changes will <br />reduce ambulance revenue in Minne- <br />sota by an estimated $37 million (out <br />of$140 million in charges). Rural <br />ambulance services will be particularly <br />affected by the change since Medicare <br />beneficiaries are disproportionately <br />rural and since the fee schedule is a <br />volume-dependent payment method- <br />ology. The new fee schedule was <br />effective beginning April 1 ,2002. <br />The Minnesota Ambulance <br />Association continues to work with <br />MinnesOta's congressional delegation <br />for solutions to help prevent ambu- <br />lance service failures.
