<br />DYED development <br />mortgage credit <br />certification aid <br />program for cities <br /> <br />Irene Dossier, DYED <br /> <br />Pursuant to MN Statutes ~462.15, the <br />Dept.ofTrade and Economic Devel- <br />opment (DTED) will issue mortgage <br />credit certificate (MCC) aid to cities <br />that had mortgage credit certificates <br />outstancliug during the previous <br />calendar year. Cities that have issued <br />MCCs can apply to DTED by May <br />15 of each year to receive aid on the <br />MCCs they issue. The aid given by <br />the state must be transferred to the <br />housing authority to be used to <br />provide home ownership programs to <br />farnilies or individuals whose incomes <br />are at or below 80 percent of the area <br />median income. <br /> <br />What are MCCs? <br />MCCs are an alternative to mortgage <br />revenue bonds and assist first-time <br />homebuyers. Like mortgage revenue <br />bonds, MCCs may not be issued <br />without an allocation of boncliug <br />authority. <br /> <br />How doe a c:ily apply for MCC aid? <br />If you have issued mortgage credit <br />certificates, you may obtain and <br />complete an application from DTED. <br />The legislation establishing the <br />program sets furth a formula to <br />determine the amount of aid that will <br />be given to each city applying fur aid. <br /> <br />Appllc:ation details <br />Applications must be received by <br />DTED by 4 p.m., on May 15. For <br />an application or further information, <br />contact Irene Dassier, DTED, at (651) <br />296-5005. By July 15 of each year, <br />DRED shall pay MCC aid to each <br />city issuing certificates during the <br />previous year and submitting its <br />application on time. I[ <br /> <br />Consultant contract moratorium revised <br /> <br />Anne Finn <br /> <br />The Transportation Policy Conference Committee completed its work last <br />week, giving the nod to several non-controversial "housekeeping" provisions. <br />The committee approved langnage exempting contracts paid fur with trunk <br />highway, county state aid highway (CSAH), or municipal state aid (MSA) funds <br />from the moratorium on consultant services passed earlier this session. The <br />services must be used for inter-regional corridors, bottleneck removal, and <br />Advantages to Transit projects. Projects using general fund money, inclncliug the <br />one-time appropriation given to the Trunk Highway Fund in 2000, remain in <br />the consultant moratorium. <br />The conference committee report should be heard on the House and <br />Senate floors this week. I[ <br /> <br />Phase II rulemaking comment period ends <br /> <br />Rem; Sltme <br /> <br />Runoff and other "nonpoint" sources contribute to 86 percent of the pollutants <br />in Minnesota's waters. Part of the state and federal regulatory solution is the <br />US. Environmental ProtectionAgency's Phase II stormwater permitting regula- <br />tory permit program. The Minnesota Pollution Control Agency (MPCA) closed <br />the comment period on the draft rule on April 11. The League joined with <br />several cities and city engineers in making comments on the proposed rule. <br />Nearly 150 cities, counties, and townships (called MS4) will be required to <br />obtain a NPDES Phase II Stormwater permit by March 2003. In Phase II, the <br />MPCA will issue permits to MS4s in urban areas and to parties affecting small <br />construction sites (one to five acres). These permits require plans and practices <br />that control polluted stormwater runoff. <br />The municipal MS4 plans must address six criteria. They are: <br />1. Construction site runoff control <br />2. Post-construction stormwater management <br />3. lllicit discharge detection and elimination <br />4. Public outreach and education <br />5. Public involvement and participation <br />6. Pollution prevention and good housekeeping (snflicient street sweeping, <br />for example) <br /> <br />Educationalsess~ns <br />As of this date, two educational opportunities are available for affected cities. <br />On Tuesday, April 30 from 8 a.m. to 12 p.m., the Bonestroo consulting firm will <br />offer a Phase II workshop at the Four Points Hotel in Minneapolis. <br />Also, the LMC Annna! Conference features a session on the new stormwater <br />program.
