I believe this is similar to one of the points above, but the design of this building is such <br />that the large amount of garage space and specialized prisoner areas would not lend <br />itself to reuse for another purpose very easily. So, it is likely that if at some point the <br />building were to be sold or had to be reused by a city, it would have substantially less <br />value than its construction value. What protection would the bonding city have? <br /> <br />I have just briefly reviewed the items that came to mind.
