It sha1l be illegal for any person to own, possess, harbor, or <br />offer for sale, any non-domestic animal within the City limits. An exception shall be made to this <br />prohibition for animals specifically trained for and actually providing assistance to the physically <br />challenged and for those anirnaJ~ brought into the City for educational purposes, as part of an <br />operating zoo, veterinarian clinic, scientific research laboratory, or a licensed show or exlnbition. <br /> <br />24.05 Farm Animals. Farm animals sha1l only be kept in an agricultural district of the City, or on <br />a residential lot ofat least ten (10) acres in size provided that no animal shelter sha1l be within <br />three hundred (300) feet of an adjoining piece of property. An exception sha1l be made to this <br />Subsection fur those animals brought into the City as part of education, an operating zoo, <br />veterinarian clinic, scientific research laboratory, or a licensed show or exhibition. <br /> <br />24.06 Impounding. <br /> <br />Subd. 1 Running at Large. Any animal running at large is hereby declared a public nuisance. <br />Any police officer may impound any animal found unlicensed or any animal found running at <br />large and sha1l give notice of the impounding to the owner of such animaJ. ifknown. <br /> <br />Subd. 2 Reclaiming. All animals conveyed to the pound shall be kept, with humane treatment <br />and sufficient food and water for their comfort, at least five regular business days to a maximum <br />of seven days, unless reclaimed sooner by its owner or keeper as provided by this Ordinance. If <br />the animal is a dangerous animal as defined under' 24.01, Subd. 5, it may be impounded for a <br />period of time including the time required to complete an appeal process. The owner of an <br />animal is required to pay the entire costs of confinement of any animal. Immediately on <br />confinement of any animaJ. reasonable effort shall be made by the impounding official to notify <br />the owner of the animaJ. of the animals confinement, and procedures to be followed for <br />reclamation of such animal. Any animal may be redeemed from the pound by the owner upon <br />performance of the following: <br /> <br /> <br />(2) Payment of maintenance costs, as provided by the pound, per day or any part <br />of day while animal is in said pound; and <br /> <br />(3) If an animal is unlicensed, payment of a regular license fee and valid certificate <br />of vaccination for rabies and distemper shots is required; and <br /> <br />Page 7 of 16 <br />
