BACKGROUND The City created a sign ordinance that became effective on May 1, 2001 to regulate the signs in Centerville. Recently, Councilmember Nelson has received several calls regarding the portable signs at Corner Express, Preferred Auto and Trio Inn and asked about the requirements of the City's sign ordinance. I advised Ms. Nelson that according to Ordinance 39, portable signs could be up for 14 days before they are required to be taken down. We also discussed having letters sent to these businesses once the 14 days were up. In discussing this issue with Staff; I was told that the Comer Express sign has been on the comer for more than ten years and that they thought the sign was probably 'grandfathered in". Councilmember Nelson called again to advise me that she had received more phone calls and asked if I would get the consensus of the other Councilmembers regarding the temporary signs in Centerville. In discussing the issue with the Mayor, I was asked to put this issue on the upcoming Council agenda Upon further research of the Ordinance, there are a few items regarding this matter that I want to bring to the Council's attention: I) It is true that portable signs are considered temporary signs and as such, are allowed to be displayed for 14 days with a permit. 2) The current sign ordinance has been in effect since May 1, 2001. From the discussions I had with Staff and later, Councilmember Broussard Vickers, I learned that the signs in question were in place prior to Ordinance 39 becoming effective. Paul Pa1zer, Public Works Director, has indicated that although the sign at Preferred Auto has been in place for a number of years, it is not on the owner's property and that the City could require that that sign be removed. 3) Division 45: Non-Conforminf!
