Ms. Wirth indicated there is a citizen pond monitoring program listed in the SWPPP. She <br />then asked if the City has one because she is unaware of it. <br /> <br />Council Member Capra indicated that the City has done a pond assessment to determine <br />which ponds need to be dredge and develop a time frame for dredging them. She then <br />indicated that Rice Creek was to dredge the pond in question. <br /> <br />Council Member Broussard Vickers indicated the City was ready to move forward with <br />dredging the pond but Rice Creek indicated they were going to handle it. <br /> <br />Council Member Capra indicated Mr. Hallstrom was told they would be coming this <br />winter and this was discussed a few months ago. <br /> <br />Ms. Wirth said her question is: Is there a citizen pond monitoring program? She then <br />indicated that BMP 53 on post construction pond maintenance says that ponds are <br />inspected and the City is collecting fees. Have the ponds been inspected? <br /> <br />Mayor Sweeney indicated the City just finished the inspection and approved the dredging <br />of the first one. <br /> <br />Ms. Moore-Sykes indicated this is the first one on this plan. <br /> <br />Council Member Broussard Vickers commented that Ms. Wirth has implied that Rice <br />Creek has failed to dredge the pond and has said that they are not going to. She then <br />asked whom Ms. Wirth spoke to. <br /> <br />Ms. Wirth indicated she could give the information to Staff tomorrow. She then asked <br />whether the City could order the pond dredged immediately and use the escrow if Rice <br />Creek is not going to do it as was the plan when the City was going to take action but <br />stopped because Rice Creek stepped in. <br /> <br />Ms. Paulseth indicated that there is no escrow on that project. <br /> <br />Council Member Broussard Vickers asked whether Staff would need to get bids to dredge <br />the pond or if Arnt Construction could be used again. <br /> <br />City Attorney Hoeft recommended having the City Engineer obtain bids for the project. <br /> <br />Council Member Broussard Vickers asked whether it would be possible to get it done yet <br />this spring. <br /> <br />Mr. Peterson indicated they had asked Arnt Construction to do another little ditch and <br />they would not do it because the ground has gotten too soft. <br /> <br />Page 8 of 14 <br /> <br />
