City of Centerville <br />May 12, 2004 <br />Council Meeting Minutes <br /> <br />Council Member Broussard Vickers asked what the cost is per lot assessment with the <br />sidewalk. <br /> <br />Mayor Sweeney indicated that the assessments were based on $2.5 million and the bid <br />was $1.7 million. <br /> <br />Council Member Broussard Vickers indicated the sidewalk is a good idea but it will be <br />disruptive to the neighborhood because it seems an inordinate number of people have put <br />their trees in the boulevard. <br /> <br />Mayor Sweeney indicated it would be a good time for the City to do the sidewalk and the <br />assessments are lower than estimated. <br /> <br />Mayor Sweeney and Council Member Lee indicated they were in favor of doing the <br />sidewalk. <br /> <br />Council Member Paar indicated he is opposed to the sidewalk because it would be very <br />disruptive to an established neighborhood. He then said that he went and looked at the <br />area and a lot of trees will be lost and some of the yards are very small. He further <br />commented that it is too much to do to the residents in that neighborhood because the <br />street is being torn up and with the sidewalk, trees would be lost and the utilities would <br />need to be relocated. <br /> <br />Mayor Sweeney indicated that the trees are in an easement and things need to be <br />relocated but the yards are not any smaller than anywhere else. <br /> <br />Council Member Paar commented that the project is coming in under what was expected <br />and leaving the sidewalk out keeps the assessment lower for residents. <br /> <br />Council Member Capra said she does not feel it is right to establish a sidewalk where <br />there was never a plan to have them. She further commented that it is disruptive and it <br />does not lead to a trail. <br /> <br />Council Member Capra said that she feels that when the City goes in with a project they <br />should leave the smallest footprint possible on the neighborhood and giving them a new <br />road is necessary but removing trees, relocating utilities and adding a sidewalk is too <br />much. <br /> <br />City Attorney Hoeft reminded Council that the assessment project needs a 4/5ths vote to <br />be approved. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member <br />Capra to approve Resolution #04-022, the bid from Dressel Contracting Inc., in the <br />amount of $1,629,911.25 per the Engineer’s recommendation for the 2004 Utility <br />and Street Improvement Project.
