City of Centerville
September 22, 2004
Council Meeting Minutes
Ms. Moore-Sykes indicated she would contact them and see if it would be possible to get
information for distribution and educational pieces on the website and mailed out.

7. Sale of Vehicles

Ms. Moore-Sykes indicated that the public works director has provided a memo in the
packet listing the vehicles to be sold as well as information on sales pricing determined
by using Kelley Blue Book. She then asked Council for direction as to how to proceed
with the sale of the vehicles.

Council discussed the matter and asked Staff to list the vehicles for sale at the prices in
the memo through the League of Minnesota Cities.

Council Member Lee expressed concern that the people establishing the sales prices
would be eligible to purchase the vehicles.

City Attorney Hoeft indicated that any City employee that is going to purchase city
property must do so through a closed sealed bidding process or by auction. He further
clarified that no City employee is eligible to purchase the vehicles because the City will
be listing them for sale through the League of Minnesota Cities.

8. Mr. & Mrs. Keith Okan, 1841 Center Street – Driveway

Mr. Keith Okan of 1841 Center Street addressed Council and explained that he had sent a
letter about his driveway because he had spent a lot of money and had researched
contractors and had a good contractor put in his driveway that was torn out for the street
reconstruction. He then said that he has discussed this matter with Mr. Peterson as there
are flaws with the new slab of concrete that was poured.

Mr. Peterson indicated he would handle the matter and said that he and Mr. Palzer have
looked at it and do not feel that it is any different than any of the other driveways that
were put in.

Council Member Broussard Vickers commented that, if Mr. Okan can substantiate with
documentation a different slab rating than what he was given, then he should be given a
new slab with that slab rating but the City cannot give back the warranty lost when the
previous slab was removed.

Council Member Lee indicated he would like Staff to look at the quality of the pour to
ensure that Mr. Okan ends up with the same quality he had.

Mr. Okan indicated the chip in the side and the space between the slabs concerns him due
to the pitch of his driveway. He then said that he is concerned that water will get
underneath and cause breakage of the concrete.
