<br />An additional portion of the City's net assets, 20.2 percent, represents resources that are subject to external restrictions
<br />on how they may be used. The remaining balance of unrestricted net assets, $6,136,859, may be used to meet the City's
<br />ongoing obligations to citizens and creditors.
<br />
<br />At the end of the current fiscal year, the City is able to report positive balances in all three categories of net assets, both
<br />for the City as a whole, as well as for its separate governmental and business-type activities. The same situation held
<br />true for the prior fiscal year.
<br />
<br />There was no change in restricted net assets reported in connection with the City's business-type activities.
<br />
<br />The City's net assets increased by $3,771,108 during the current fiscal year. Approximately 40 percent of this increase is
<br />attributable to a one-time prior-period adjustment in the City's enterprise funds that was necessary to accommodate the
<br />new reporting requirements of GASB Statement No. 34.
