<br />Finding <br /> <br />2003-1 <br /> <br />2003-2 <br /> <br />CITY OF CENTERVILLE, MINNESOTA <br />SCHEDULE OF FINDINGS <br />DECEMBER 31, 2003 <br /> <br />Description <br /> <br />Segregation of Duties <br /> <br />Our study and evaluation disclosed that because of the limited size of your office staff, your City has limited <br />segregation of duties. A good internal control structure contemplates and adequate segregation of duties so that <br />no one individual handles transactions from inception to completion. While we recognize that your City is not <br />large enough to permit an adequate segregation of duties in all respects, it is important, however, that you be <br />aware of this reportable condition. <br /> <br />Management Response <br /> <br />Management recognizes that it is not economically feasible to correct this froding, is aware of the condition and <br />is relying on oversight by management and the Council to monitor this condition. In addition, the City has <br />implemented specific internal control policies to address segregation of duties issues. <br /> <br />Public Purpose Expenditures <br /> <br />In accordance with Minnesota Attorney General opinion 59a-22, Nov 23, 1966, cities are to refrain from paying <br />for employee social events and paying for flowers for a staff member who is ill or has lost a family member. <br />During 2003, the City Council authorized the use of City funds for an employee social event and for flowers. It <br />appears the payment for this event does not meet the public purpose standard established by the Attorney <br />General opinion. <br /> <br />Management Response <br /> <br />The City will discontinue paying for flowers for staff members and will establish a clear policy for funding <br />employee appreciation events. <br /> <br />-48- <br />
