<br />" <br /> <br />. <br /> <br />City ofCenterville <br />Council Meeting Minutes <br />April 10,2002 <br /> <br />Ms. Moore-Sykes indicated that the position is listed as a possible future position and <br />said she was not sure that it was necessary for Council to adopt the flow chart because it <br />is subject to change. <br /> <br />Council Member Nelson presented another flow chart and asked Ms. Moore-Sykes to <br />consider using it. <br /> <br />Mayor Swedberg suggested holding off on approval of the flow chart until the personnel <br />policy is up and running. <br /> <br />2. Charitable Gambling (Spring Lake Park Lion's & Dead Broke Saddle Club) <br /> <br />Council Member Capra indicated she had serious concerns regarding the discussions with <br />the Centerville Lions at the last meeting and explained she had contacted the Minnesota <br />Gambling Control Board to discuss it. She then said that it seems the City needs to <br />amend its ordinance to be able to collect 10% of the monies and leave the handling of the <br />other monies to the Spring Lake Park Lions. She also noted that Dead Broke Saddle <br />Club was correct when the organization said it thought only 10% of the profits were to <br />come to the City. <br /> <br />City Attorney Hoeft indicated that the statute allows the City to receive up to 10% as a <br />donation to the City and the City's ordinance requires that 50% be spent within the trade <br />area. <br /> <br />Council Member Capra suggested narrowing the trade area to border cities to keep the <br />funds closer to the City. <br /> <br />Council Member Nelson said she would like to have the trade area include Hugo and <br />Lino Lakes not Forest Lake and Blaine. <br /> <br />Council Member Capra explained that any organization within the trade area can solicit <br />the Lions for those monies raised in Centerville through charitable gambling. She then <br />said she would like to see the trade arca include Centerville, Lino Lakes and Hugo. She <br />further commented that this may be a way for Centerville's Park and Recreation <br />Commission to solicit funds for park improvements. <br /> <br />Council Member Broussard Vickers suggested that this discussion should be heard at a <br />public hearing to amend the ordinance. <br /> <br />Council Member Capra asked Staff to check with surrounding cities to determine what <br />the trade areas are. <br /> <br />Council Member Nelson asked if the City was to make changes to the ordinance and then <br />hold a public hearing. <br /> <br />Page3 of16 <br />
