<br />I <br /> <br />Fireworks provision approved by' ull House <br /> <br />Anne Finn <br /> <br />After hours of intense debate, the full <br />House passed a measure that would <br />allow limited sale and personal use of <br />fireworks in periods around July 4th <br />and New Year's. The measure, approved <br />81 to 52, had been added to a less con- <br />rroversial bill relating to volunteer fire- <br />fighters (SF 2%0) during a hearing in <br />the House Ways & Means Committee. <br /> <br />In summary, the provision would: <br />. Require purchasers to be at least <br />18 years old and to sign a waiver. <br />. Places where fireworks would be <br />sold would have to be free-standing <br />and licensed. <br />. Wes Skoglund (DFL-Minneapo- <br />lis) failed, which would have removed <br />the entire fireworks provision from the <br />bill, the House approved an amend- <br />ment offered by Rep.Andy Dawkins <br />(DFL-St. Paul) that would allow local <br />governments to put restrictions on <br />fireworks, sueb as limiting the hours of <br />use, but not prohibiting the use of <br />fireworks, during designated periods. <br />T~origina1Semtefirewmksbill <br />was defeated in committee and was <br />later narrowed to a "sparklers-ouly" <br />bill. The narrowed version was referred <br />to the Crime Prevention Committee <br />and was never heard.
