I Fireworks provision approved by' ull House Anne Finn After hours of intense debate, the full House passed a measure that would allow limited sale and personal use of fireworks in periods around July 4th and New Year's. The measure, approved 81 to 52, had been added to a less con- rroversial bill relating to volunteer fire- fighters (SF 2%0) during a hearing in the House Ways & Means Committee. In summary, the provision would: . Require purchasers to be at least 18 years old and to sign a waiver. . Places where fireworks would be sold would have to be free-standing and licensed. . Wes Skoglund (DFL-Minneapo- lis) failed, which would have removed the entire fireworks provision from the bill, the House approved an amend- ment offered by Rep.Andy Dawkins (DFL-St. Paul) that would allow local governments to put restrictions on fireworks, sueb as limiting the hours of use, but not prohibiting the use of fireworks, during designated periods. T~origina1Semtefirewmksbill was defeated in committee and was later narrowed to a "sparklers-ouly" bill. The narrowed version was referred to the Crime Prevention Committee and was never heard. It is unclear whether the Senate will concur with the provision. One of the Leagne's legislative policies opposes the legalization of fireworks for public safety reasous.
