If large numbers of trees are cut in residential areas, trees shall be <br />replanted in a density and manner satisfactory to the City Council. Clear cutting of woodlands for non- <br />agricultural purposes is prohibited, unless the action involves a utility or roadway, required by the public, <br />and includes a reforestation plan required by the City Council. <br /> <br />Division 155: Erosion and Sedimentation Control <br /> <br />No land occupant or developer in the City shall cause or conduct any land disturbing activity which <br />causes excessive erosion or sedimentation, or which results in damage to water or soil resources. All <br />development in the City shall conform to the natural limitations presented by the topography and soil <br />types in order to minimize soil erosion and sedimentation. Erosion and sedimentation controls shall be <br />consistent with the MPCA's, "Best Management Practice". <br /> <br />Land disturbing activities shall occur in increments of workable size such that adequate erosion and <br />idiment controls can be provided throughout all phases of the development. The smallest practical <br />area of land shall be exposed or otherwise disturbed at anyone period of time. Areas where natural <br />vegetative barriers are not enough to contain erosion and sedimentation from penetrating water bodies, <br />wetlands, water courses or neighboring properties shall be staked with silt fences and straw bales. <br /> <br />Division 160: Landscapina <br /> <br />Section 160-010: Minimum Quantities. All new development activities, including site modifications or <br />use intensifications, shall be subject to landscaping improvements.
