<br />STATE OF MINNESOTA <br />COUNTY OF ANOKA <br /> <br />CITY OF CENTERVILLE <br /> <br />ORDINANCE #70 <br /> <br />AN ORDINANCE TO LICENSE AND REGULATE SAUNAS AND MASSAGE PARLORS IN <br />THE CITY OF CENTERVILLE <br /> <br />STATEMENT OF POLICY <br /> <br />The City Council of the City of Centerville deems it necessary to provide for the special and express <br />regulation of businesses or commercial enterprises which operate as massage parlors, saunas and <br />similar adult orientated services operating under different names in order to protect the public health, <br />safety and welfare and to guard against the inception and transmission of disease. The City Council <br />further finds that commercial enterprises such as the type described above, and all other similar <br />establishments whose services include sessions offered to adults, conducted in private by members of <br />the same or the opposite sex and employing personnel with no specialized training are susceptible to <br />operation in a manner contravening, subverting or endangering the morals of the community be being <br />the site of acts of prostitution, illicit sex and occasions of violent crimes, thus requiring close <br />inspection, licensing and regulation. <br /> <br />The City Council also finds that control and regulation of commercial establishments of these types, in <br />view of the abuses often perpetrated, require intensive efforts by the Police Department and other <br />departments of the City. As a consequence, the concentrated use of City services in such control <br />detracts from and reduces the level of service available to the rest of the community and thereby <br />diminishes the ability of the City to promote the general health, welfare, morals and safety of the <br />community. <br /> <br />DEFINITIONS <br /> <br />As used in this ordinance the terms defined shall have the meanings ascribed to them. <br /> <br />Business License - A license issued by the City authorizing the practice or administering of massage <br />or the operation of a sauna on premises within the City of Centerville. <br /> <br />Massaee - The rubbing, stroking, kneading, tapping or rolling of the body of another with the hands <br />for the exclusive purpose of physical fitness, relaxation, beautification and for no other purpose. <br /> <br />Massa2e Certificate - A certificate issued by the City to a masseur or masseuse authorizing the holder <br />thereof to practice or administer massage in the City of Centerville. <br /> <br />Massa2e Parlor - Any premises at or in which massage is perfonned. <br /> <br /> <br />D Masse~ - A male person who practices or administers massage. <br /> <br />Masseuse - A female person who practices or administers massage. <br /> <br />Page I of12 <br /> <br />l___ _ <br />
