<br />MEMO <br /> <br />DATE: <br /> <br />July 2, 2002 <br /> <br />TO: <br /> <br />Honorable Mayor and Council Members <br /> <br />FROM: <br /> <br />Mary Capra <br /> <br />RE: <br /> <br />Fete Des Lacs - Centerville Lions Liquor Permit <br /> <br />............................................................................ <br /> <br />I would like to address the council with an option for the city festival regarding the use of <br />alcohol in the city parks and the issues, which have, arouse over this topic. <br /> <br />I have spoken to Deputy Chief Makela with the Centennial Police Department and <br />several surrounding communities including the City of 8t. Paul regarding their policies. <br />Through my search for information and regulations on this topic I have come up with the <br />following recommendations for the council's consideration: <br /> <br />. The alcohol needs to be contained in a fenced in area such as a beer garden, in . ~ <br />which all alcohol purchased needs to be consumed. No alcohol will leave this .( <br />designated area. If any person outside of this corded offarea is found with JiP <br />alcohol they will be requested to dispose of their alcohol by dumping it out. <br />. Deputy Chief Makela has suggested no one under the age of21 be permitted in <br />the beer garden area. This I believe should be able to be accommodated easily <br />and should only be an issue for persons under the age of 21 attending the dance. <br />Maybe something could be worked out different for managing the alcohol at the <br />dance. <br />. The City ofCenterville and the Centennial Lake Police Department will be <br />notified of times and location(s) of alcohol sales during the festival. <br />· The Centerville Lions Organization will post areas in the park explaining the rules <br />and restriction on alcohol consumption during the festival. <br />.
