More as this develops.

Conflict ofInterest
Jason Nelson is the son of Council Member Mary Nelson. I asked Mr. Hoeft if there was any conflict
of interest if the work was awarded to RK7 and he assured me that there is none. I appreciate Council
Member Nelson not influencing or taking part in the discussions about computers.

Cost
Once I was assured by competent computer professionals that the equipment would do the job
required the decision came down to cost. RIG was lowest bid. I went with that as the primary reason
for approving the bid.

Priority InstaUation
It is critical to get 2 workstations mnning immediately -- City Administrator and Director of
Finance.

Employees can expect new equipment shortly and I would like each employee in the City
informed about virus checking. The City Administrator needs a use of computer and internet
policy from the League of Minnesota Cities available for review at the next Council meeting.

I look forward to providing employees with the tools they need for the daily accomplishment of
business.

6/26/2002
