The MS4 Program, which regulates storm water runoff within Minnesota's "urbanized areas" <br />. The Construction Site Program, which regulates construction sites throughout the state that disturb <br />one or more acres <br />. The Industrial Site Program, which is set up for permitting industrial sites similar to the Phase I <br />program, but is extended to facilities owned by municipalities <br /> <br />MS4 Program <br /> <br />The draft permit for the MS4 program has been completed and released by the Minnesota Pollution <br />Control Agency (MPCA).
