I have
thoroughly reviewed the Plymouth ordinance and find it lacking in
comparison to the League of Minnesota Cities Model Ordinance. Rather
than make tedious amendments to the Plymouth ordinance, I suggest we use
the model ordinance up to the point of consequences and penalties. We
can then add the Plymouth sections on for the U21 project and penalties
Including best practices. I would even go farther by providing
centives to licensees for compliance.

11M:lUld like to schedule two informal public meetings for citizens in
June. The final public hearing would be scheduled for the first
scheduled Council meeting in July. Any written comments can be received
for one week after the first July Council meeting with final debate and
adoption at the second Council meeting in July.

Members should be prepared to mark up suggested changes to the base
Plymouth ordinance at our next Council meeting so the public and
stakeholders can view a proposed document. I will have my suggested
changes to you via emailthis weekend.

Ms. Moore-Sykes please place on the next agenda an item for Liquor
Ordinance.

1
