<br />PERSONNEL HANDBOOK FOR EMPLOYEES OF THE CITY OF SHAKOPEE <br /> <br />I PURPOSE. <br /> <br />This Handbook is established to provide a uniform and equitable <br />system of personnel administration for employees of the City. <br /> <br />A. Goal. The goal of the personnel policies of the City <br />is to establish a career service and draw into this <br />service the best qualified individuals, making their <br />employment attractive through fair and equitable <br />treatment, thereby providing Shakopee with the best <br />possible service at the most reasonable cost. <br /> <br />B. Employees at Will. Temporary employees, and <br />probationary employees, as defined and described below, <br />are employees at will. The City Council reserves the <br />right to discharge these employees at any time for any <br />reason or for no reason at all. The provisions of this <br />handbook do not establish terms and shall not be <br />construed as contractual provisions for temporary <br />employees, or probationary employees. No supervisor or <br />City representative has any authority to enter into any <br />agreement for employment for any specific period of <br />time, or to make any agreement contrary to the at-will <br />doctrine. Nothing in this Personnel Handbook, or in <br />other City policies which may be communicated to the <br />employee, constitutes a contract of employment for <br />temporary employees, or probationary employees. <br /> <br />C. Equal Employment Policy. The City of Shakopee is an <br />equal opportunity employer. The City of Shakopee will <br />not discriminate against nor harass any employee or <br />applicant for employment because of race, color, creed, <br />religion, national origin, sex, marital status, status <br />with regard to public assistance, disability, sexual <br />orientation, or age, unless such discrimination is <br />based on a bona fide occupational qualification. <br /> <br />D. Application and Conflicts. This handbook shall apply <br />to all employees when adopted, except union employees. <br />It shall apply to all union employees after their next <br />contract has been adopted, except where the union <br />contract differs. The personnel policies in effect <br />prior to the adoption of this handbook shall apply to <br />all union employees prior to adoption of their next <br />contract.
