<br />City of CenterviUe <br />August 14, 2002 <br />Council Meeting Minutes <br /> <br />. <br /> <br />further said she is not in favor of a concession stand out there because of cost but was not <br />opposed to renovating the current one in some fashion. <br /> <br />Council Member Nelson commented she thinks it is good to pay bills before buying new <br />things. She then said that because the City used the general fund to payoff the City <br />celebration and that is a bill that the City has she thinks it is an appropriate way to wash it <br />rather than with property taxes. <br /> <br />Council Member Capra indicated she was not in favor of doing that but sees the $34,962 <br />that needs to be paid off. <br /> <br />Council Member Nelson commented that it means at the end of the year there would be a <br />deficit ofthat amount because it was paid out of the general fund. <br /> <br />Council Member Broussard Vickers said that what it means is that the money will not be <br />accessible to the Park and Recreation Committee to use in any way for anything they <br />would like to do in 2003. <br /> <br />Mayor Swedberg said he thinks it is pretty clear that putting in a concession stand is not <br />the thing to do. He then said that ifhe had his way he would send the money back to the <br />Spring Lake Park Lions but that cannot be done. He further said that the true use for the <br />money is to be for police and fire and there are needs there because the police will not <br />have a garage if the Turcotte property is sold. <br /> <br />Mayor Swedberg commented that, as much as he appreciated the thoughts on cleaning up <br />the deficit, he would not vote for this because there is some sort of sense of a consensus <br />that was done at a certain time concerning the funds. He then said that he does get upset <br />when Park and Recreation keeps pushing the concession stand because he wants to get <br />something for the kids done as there is enough adult stuff already. <br /> <br />Council Member Capra commented that she had hoped that by this time Council would <br />have had a recommendation from Park and Recreation with regard to renovation of the <br />current building or a covered pavilion or warming house roof. She then commented .that <br />Council had asked a Park and Recreation member to bring to the meeting the possibility <br />of putting a roof over the existing hockey rink. She also conunented that it would be nice <br />to have windows in the warming house for the attendant to be able to watch the rink from <br />all sides. <br /> <br />Council Member Broussard Vickers indicated that the direction was given to Park and <br />Recreation at the last Council Meeting that a new building would not be acceptable. She <br />then said that all the members are volunteers and Lions and were busy putting together <br />the City celebration so they have not met to discuss reconunendations for the funds. She <br />further commented that now, with clear direction, they would be meeting to discuss it. <br /> <br />Council Member Capra indicated that no budget has been received from Park and <br />Recreation. <br /> <br />Page 17 of21 <br /> <br />L_muu _.. <br />
