<br />Effective 9/5/00 <br />City of Centerville Ord. #4 <br /> <br />A. Permit Required: Nb person shall install, repair, alter or pump an on-site sewer <br />system without first obtaining a permit. <br /> <br />B. License Required: Installation, repair, pumping and hauling of private on-site sewer <br />systems requires licensing per MPCA Rules, Chapter 7080 as administered by the <br />County. <br /> <br />Division 130: Nuisance Standards <br /> <br />Section 130-010: Odors and Emissions. Odors and emissions from any use shall not exceed the <br />regulations set forth by Minnesota Pollution Control Agency Rules. <br /> <br />Section 130-020: Dust and Particulate. Dust and particulate matter from any use shall be in <br />compliance with and regulated by Minnesota Pollution Control Agency Rules. <br /> <br />Section 130-030: Noise and Vibrations. Noise and vibrations generated from any use shall be in <br />compliance with and regulated by Minnesota Pollution Control Agency Rules. <br /> <br />Section 130-040: Glare. Direct or reflected glare, such as from flood-lights, spotlights, or high <br />temperature processes, and as differentiated from general illumination, shall not be visible beyond the <br />site of origin at any property line. Any lights used for exterior illumination shall be directed away from <br />djacent properties. <br /> <br />Section 130-050: Waste. All waste generated from any use shall be managed in compliance with and <br />regulated by Minnesota Pollution Control Agency Rules. Waste generated on any premises shall be kept <br />in containers designed for waste collection and stored in a structure or within an approved enclosed or <br />screened area. The accumulation, storage, processing or disposal of waste, compost or recyclable <br />materials on any premises, which is not generated on that premises, is prohibited, except as specifically <br />provided in this Ordinance. <br /> <br />Section 130-060: Smoke. Smoke shall be measured at the point of emission by using the Ringelman <br />Smoke Chart published by the United States Bureau of Mines in Circular No. 7718. Smoke not darker or <br />more opaque than NO.1 on that chart may be emitted except that smoke not darker or more opaque than <br />NO.3 on the chart may be emitted for a period not longer than four minutes in any thirty minutes. These <br />provisions applicable to visible gray smoke of a different color but with an equivalent capacity. <br /> <br />Section 130-070: Fumes or Gases. Fumes or gases shall not be emitted at any point in concentrations <br />that are noxious, toxic, or corrosive. The values give in Table I (Industrial Hygiene Standards - Maximum <br />Allowable Concentration for eight (8) hour day, five (5) days per week), Table III (Odor Thresholds), <br />Table IV (Concentrations of Substances Causing Pain in the Eyes), and Table V (Exposure to <br />Substances Causing Damage to Vegetation) in the latest revision of Chapter 5 "Physiological Effects" <br />that contains such tables, in the "Air Pollution Abatement Manual" published by the Manufacturing <br />Chemists' Association, Inc., Washington, D.C., are hereby established as guides for the determination of <br />missible concentration and amounts.
