Spring Lake Park Lion's Request to Operate a Raffle at Laurie LaMotte ParklFete <br />des Lacs & Submission ofMN Gambling Control Board Form LG230 <br /> <br />This item was moved to the Consent Agenda. <br /> <br />7. Mr. Don Colberg, 7209 Clear Ridge - Request for Funding (Stream Bed & Bank <br />Stabilization Program <br /> <br />Mayor Swedberg indicated he is asking for Rice Creek Watershed approval. <br /> <br />Ms. Moore-Sykes indicated that Mr. Palzer has been working on this and he submitted <br />the paperwork from the Watershed which is an invitation to have work done on restoring <br />the bank along Clearwater Creek where it abuts his property. She then indicated that Mr. <br />Palzer had informed her that, while the City is not 'required to participate monetarily in <br />this project, the Watershed requires City approval for the project to proceed. <br /> <br />Council Member Broussard Vickers asked when he needed this approval. <br /> <br />Mayor Swedberg indicated he is convinced that when Rice Creek came through and cut <br />out a lot of the trees along the bank it caused full bank erosion and this was caused by <br />Rice Creek's actions. He then said the worst thing that they can do is take out live trees <br />even if they are leaning over the creek because what you get is a higher speed of water <br />flow because there is no structure in the stream and that is undercutting the banks and he <br />thinks it stems from what they did. <br /> <br />Motion bv Conncil Member Broussard Vickers, seconded bv Council Member <br />Nelson to approve the request subject to en!!ineerilll! approval and contributin!! no <br />City funds. <br /> <br />Mr. Peterson indicated the design seems tine as it is a slope stabilization and the way that <br />it is designed meets with acceptable methods. He then said he did not think the City <br />should pay for it. <br /> <br />Mayor Swedberg indicated Mr. Colberg would be paying with some assistance from Rice <br />Creek. <br /> <br />VOTE: Aves - 4, Navs - 0, Abstain -l(Swedber!!). Motion carried. <br /> <br />8. Moreland Propertv <br /> <br />Council Member Nelson indicated the City has been dealing with this property for a <br />number of years and asked what it would take to condemn the place. She also noted that <br />former Mayor Wilharber and some others had cleaned up the yard at one time. <br /> <br />City Attorney Hoeft suggested that the term condemnation not be used because that could <br />mean a taking of the property. <br /> <br />Page 10 of 22 <br />
