<br />City ofCenterville <br />July 24, 2002 <br />Council Meeting Minutes <br /> <br />Council Member Nelson indicated she would like to know what work has already been <br />done and whether it was paid for. <br /> <br />Mr. Wilharber indicated that three years ago City workers went onto the property and <br />cleaned it up and that was assessed to the taxes and then a clean up was done a number of <br />years before that as well. <br /> <br />Council Member Broussard Vickers asked if the City would be authorized to remove <br />things regardless of whether the individual wants them removed. <br /> <br />City Attorney Hoeft indicated that whenever items are removed from the property <br />pictures would be taken and an inventory done to limit the City's liability. <br /> <br />Mayor Swedberg asked ifthe interior of the home was cleaned previously. <br /> <br />Mr. Wilharber indicated that just the outside was cleaned. <br /> <br />Council Member Capra asked if anyone has seen inside of home. Council Member <br />Nelson indicated she has seen through the windows and things are stacked high. <br /> <br />Ms. Moore-Sykes indicated that Ms. Bender may have seen it a few years ago but had not <br />been inside recently when she was there to discuss the easement. <br /> <br />Council Member Broussard Vickers asked at what point during the administrative search <br />warrant process the City can request a social service assessment of the individual. <br /> <br />City Attorney Hoeft indicated he was not sure what the criteria are for requesting an <br />assessment but indicated it has been his policy to request an evaluation anytime an <br />administrative search warrant is used. <br /> <br />Council Member Broussard Vickers commented that the City may be dealing with an <br />incapacity in the individual that is creating this situation and she would like to try to have <br />that assessment made as part of this process. <br /> <br />City Attorney Hoeft indicated that the City can contact the County and the County will <br />do what they feel is appropriate. <br /> <br />Council Member Broussard Vickers indicated Council could ask Staff to contact the <br />County and explain the type of issues and complaints and indicate that the City is about <br />to request an administrative search warrant and request that the County conduct a social <br />service investigation. <br /> <br />City Attorney Hoeft asked if the individual has other contacts as far as family. <br /> <br />Council Member Nelson indicated it was her understanding from the last time that she <br />has a family member that does not want to get involved. <br /> <br />Page 13 of22 <br />
