<br />City ofCenterville <br />November 13, 2002 <br />Council Meeting Minutes <br /> <br />courts, City Attorney Hoeft indicated he did not know the facts of that case but said the <br />City is within its rights to deny renewal based on violation of the ordinance, <br /> <br />Council Member Capra indicated she would not vote to deny as she would like to table <br />consideration of the renewal to allow time to investigate the case in Burnsville. <br /> <br />City Attorney Hoeft indicated that Torn Thumb is entitled to due process and, if they <br />cannot be heard by Council before the end of the year, he would recommend issuing a <br />conditional license to sell tobacco pending the determination of the appeaL <br /> <br />VOTE: Ayes - 4, Nays -l(Capra), Motion carried. <br /> <br />Motion bv Council Member Broussard Vickers, seconded by Council Member <br />Capra to approve the tobacco licenses for Corner Express and Sal!er's LiQuors. All <br />in favor. Motion carried unanimously. <br /> <br />7, Parks and Recreation Committee Recommendations <br /> <br />Motion bv Mayor Swedberl!, seconded bv Council Member Broussard Vickers to <br />approve the recommendations of the Parks and Recreation Committee. <br /> <br />Council Member Travis expressed concern that this would be tying up the ice for a lot of <br />time. <br /> <br />Council Member Nelson asked that committees provide an explanation with their <br />recommendations in the future. <br /> <br />VOTE: All in favor. Motion carried unanimously. <br /> <br />8. Mrs. Gina Paar' s Request for "Dead End" and "Slow-Watch for Children or <br />"Slow - Children at Plav" Signs <br /> <br />Ms. Moore-Sykes indicated that Mrs. Gina Paar had requested to be heard before Council <br />on a request for "dead end" and "slow, watch for children" or "slow, children at play" <br />signs. She then indicated she had done some research and provided in packets frequently <br />asked questions from the City of Shoreview that provide some information on such a <br />request. <br /> <br />Ms. Moore-Sykes indicated she was concerned that the addition of the signs would give <br />parents in the neighborhood a false sense of security that drivers would actually slow <br />down and that could lead to a terrible accident. She then indicated that her <br />recommendation would be to ask the police department to step up patrol in the area and <br />have residents take down license plate numbers as well as submitting the petition for <br />consideration and recommendation to the police chief. <br /> <br />Page 24 of29 <br />
