<br />City of CentervilIe <br />November 13, 2002 <br />Council Meeting Minutes <br /> <br />Mr. Leon Moran, 1743 Peltier Lake Drive, indicated he is concerned with traffic from the <br />additional homes as well as the big construction trucks carrying heavy loads beating up <br />the roads. Mr. Peterson indicated that there would be road restrictions in effect during <br />the spring and indicated that constmction would begin in the summer. <br /> <br />Mr. Moran asked if anybody had an estimate of what the assessments might be. Mayor <br />Swedberg explained that the assessment information would not be available until further <br />along in tbe process. He then gave a base figure of $4,300 as an estimate. <br /> <br />Council Member Broussard Vickers indicated that the assessment is completely <br />dependent upon the overall costs of the project. She then commented that residents have <br />paid 50% of the costs not including the new development costs but noted that residents <br />would also be required to pay to get the line to their home as well as a hook up fee of <br />$1,500 when the well fails and the water is connected. <br /> <br />Council Member Broussard Vickers further commented that the base dollar amount of the <br />assessment is completely dependent on the cost of the project and could be higher or <br />lower than the $4,300 estimated. <br /> <br />Council Member Broussard Vickers asked for clarification on what type of rezoning was <br />requested and noted that PUD was different with different requirements than the rezone <br />to R-2. Ms. Moore-Sykes clarified that the applicant has applied for a PUD and that will <br />be heard in December. <br /> <br />Mr. Gonyea indicated they had gotten on the calendar for a PUD in case that is needed to <br />comply with the setbacks in the ordinance. <br /> <br />Mayor Swedberg asked for clarification of the PUD. City Attorney Hoeft explained that <br />a PUD overlay on the ordinance means that the requirements of R-2 zoning could be <br />restructured to allow for different setbacks without requiring a variance. <br /> <br />Council Member Broussard Vickers commented that PUD was supposed to be used 011 <br />unique properties to accommodate specific, unique situations. She then indicated Eagle <br />Pass was a PUD and was designed to go around creeks and wetlands and said that by its <br />nature, a PUD is supposed to be able to help to preserve unique characteristics of the <br />property. <br /> <br />Mr. Gonyea indicated his intent would be to plat the property as three (3) single-family <br />lots with 97 foot building pads as well as the townhomes. He then indicated that Rice <br />Creek Watershed has had the information but the delineation was recently approved and <br />the information given to the consulting engineers for consideration at the November 27, <br />2002 meeting. He also commented that the piece of land proposed as a park at the end of <br />the road was a suggestion by the Buckbees, but if it does not work for the neighbors he is <br />not committed to doing it. <br /> <br />Page 6 of29 <br />
