<br />.I <br /> <br />STATE OF MINNESOTA <br />COUNTY OF ANOKA <br /> <br />CITY OF CENTERVILLE <br /> <br />ORDINANCE #71 <br /> <br />AN ORDINANCE GOVERNING THE TATTOO, BODY PIERCING, <br />PERMANMENT COSMETIC MAKE-UP, BODY BRANDING, AND BODY <br />PAINTING ESTABLISHMENTS. <br /> <br />STATEMENT OF POLICY <br /> <br />The City Council of the City of Centerville deems it necessary to provide for the special <br />and express regulation of businesses or commercial enterprises which operate as a tattoo, <br />body piercing, permanent cosmetic make-up, body branding, and body painting <br />establishment(s) in order to protect the public health, safety and welfare and to guard <br />against the inception and transmission of disease. The City Council finds that the <br />experience of other cities indicates that there is a counection between body piercing and <br />disease transmission and other health problems. The City Council finds that stringent <br />regulations governing tattooing can minimize the disease risk and therefore protect the <br />general health and welfare ofthe community. <br /> <br />DEFINITIONS <br /> <br />Definitions in this ordinance shall apply when these words and phrases are used in this <br />Article. <br /> <br />Body Piercinl! - Any method of puncturing the skin of a person by the aid of needles or <br />other instruments designed or used to puncture the skin for the purpose of inserting <br />jewelry or other objects in or through the human body. <br /> <br />Body Brandinl! - Impression or burning a mark or figure on the skin of a person with a <br />hot obj ect or flame. <br /> <br />Tattoo. Body Piercinl!, Permanent Cosmetic Make-Up, Body Brandinl!. and Body <br />Paintinl! License - A license issued by the City authorizing the practice or administering <br />of the operation of a tattoo, body piercing, permanent cosmetic make-up, body branding, <br />and body painting establishments on premises within the City of Centerville. <br /> <br />Clean - The absence of dirt, grease, rubbish, garbage odor and other offensive, unsightly, <br />or extraneous matter. <br /> <br />Good Repair - Free of corrosion, breaks, cracks, chips, pitting, excessive wear and tear, <br />leaks obstructions and similar defect so as to constitute a good and sound condition. <br /> <br />Page I of 12 <br />
