<br />monitor of a Subscriber and may, by an appropriate selector, permit a Subscriber to <br />view all signals of a particular service. <br /> <br />1.2.10 "CPI" means the annual average of the Consumer Price Index for all Urban <br />Consumers (CPI-V) for the Minneapolis-St. Paul CMSA, as published by the <br />Bureau of Labor Statistics. <br /> <br />1.2.11 "Drop"" means the cable that connects the ground block on the Subscriber's <br />residence or institution to the nearest feeder cable of the System. <br /> <br />1.2.12 "Educational Access Channel" or "Educational Channel" means any channel on <br />the System set aside by the Grantee for Noncommercial educational use by <br />educational institutions, as contemplated by applicable law. <br /> <br />1.2.13 "FCC" means the Federal Communications Commission, its designee, and any <br />legally appointed, designated or elected agent or successor. <br /> <br />1.2.14 "Franchise" or "Cable Franchise" means this ordinance, as may be amended from <br />time to time, any exhibits attached hereto and made a part hereof, and the regulatory <br />and contractual relationship established hereby. ' <br /> <br />1.2.15 "Governmental Access Channel" or "Governmental Channel" means any <br />channel on the System set aside by the Grantee for Noncommercial use by the City <br />or its delegatee. <br /> <br />1.2.16 "Grantee" is MediaOne North Central Communications Corp., Inc., d/b/a AT&T <br />Broadband, and its lawful successors, transferees or assignees. <br /> <br />1.2.17 "Gross Revenues" means any and all revenues arising from or attributable to, or in <br />any way derived directly or indirectly by the Grantee or its Affiliates, subsidiaries, <br />or parent, or by any other entity that is a cable operator of the System, from the <br />operation of the Grantee's System to provide Cable Services (including cash, <br />credits, property or other consideration of any kind or nature). Gross Revenues <br />include, by way of illustration and not limitation, monthly fees charged to <br />Subscribers for any basic, optional, premium, per-channel, or per-program service, <br />or other Cable Service including, without limitation, Installation, disconnection, <br />reconnection, and change-in-service fees; Lockout Device fees; Leased Access <br />Channel fees; late fees and administrative fees; fees, payments or other <br />consideration received from progrannners for carriage of progrannning on the <br />System and accounted for as revenue under GAAP; revenues from rentals or sales <br />of Converters or other equipment; fees related to commercial and institutional usage <br />of the System or the I-Net; advertising revenues; interest; barter; revenues from <br />program guides; franchise fees; and revenues to the System from home shopping, <br />bank-at-home channels and other revenue sharing arrangements.
