,

Mary Capra
Councilwoman
City of Centerville

Mary,

First I'd like to comment on what I would consider the tragedy of the decision to
accept money instead of land for the Buckbee property. The City only has one true "City
Park", that being Lamotte Park with ball fields, rinks, soccer fields, and ample parking.
The rest of the parks in the city are neighborhood parks, located within close walking
distance the immediate neighborhood, and utilized by small children.
You'll recall that I've volunteered to help install playground equipment, plant
trees, and do landscaping at these parks and at Centerville Elementary. I've also enlisted
the help of many neighbors to lend a hand at these parks in other neighborhoods. We all
fully realized that our children would rarely benefit from it, but many other kids would.
Our neighborhood is a collection of small, mostly split-level homes. Perfect
starter homes you might say. As families get bigger and older many of our residents have
moved up and out, and the people moving in is usually a family with small children. To
suggest that 6 tenths of a mile is a reasonable distance for a mother with small children to
walk to another neighborhood park is misguided.
To basically pillage money created from our neighborhood to fund improvements
and maintenance in other neighborhoods is unconscionable. The Buckbee property is
arguably the most beautiful piece of land left in the city. The Park ad Recreation
Committee's recommendation to accept money for existing parks, in many of their
neighborhoods, instead of land for a park in our neighborhood is a travesty.

I'm sure you and the Council are well aware of the history of Peltier Lake Drive.
The City made the mistake of allowing the houses, roads, stOlID sewers, etc. to be built on
an elevation to low, causing a plethora of water problems. The City then compounded
the problem by rebuilding the road after a short period of time at approximately the same
elevation. The effect of this decision by the city basically pitted neighbor against
neighbor in litigation.

It is now part of the City's plan to extend city water down Centerville Road to
create a "water loop", and once again your decision will have a detrimental effect on the
neighborhood. The first time this loop was proposed was during the Lakeland Hills
Addition. At that time a vast majority of the residents stated their desire not to do this.

The City repeatedly suggests that there is a benefit to city water, but I have yet to
find any. With only minimum research on the Internet, you can find a whole lot of
reasons to be passionately against it. I currently have water that is GOOD for me. Let
me list some of health effects of chlorinated water.

l
