<br />City of Centervi1le <br />Council Meeting Minutes <br />November 30, 2005 <br />Acting City Engineer Schluender explained that the request came from a contractor that <br />was working on the sewer line along 20th Avenue because the gas main was located in <br />this area. He stated that they bad to take extra precautions to work around the line <br />because it was running diagonally through the area rather than linear. He stated that <br />Minnegasco feels they were permitted to install their line through the right of way in this <br />manner and were unwilling to move it. <br /> <br />Council Member Lee stated that Minnesgasco should have the paperwork supporting <br />their claim that they bad the right to install the line diagonally. <br /> <br />Council Member Terway asked Mr. Larson to contact Minnegasco to get copies of their <br />most recent policies, so if this situation arises again, the City won't have problems. <br /> <br />Motion bv Council Member Tenvav. seconded bv CooneD Member Lakso. to <br />aoorove item 4 of the Consent A.ends. as oresented. Administrative Penalties - Preliminary Consideration <br /> <br />Mayor Capra asked if Circle Pines and Lexington were also considering these <br />administrative penalties. <br /> <br />Mr. Larson stated that they have embraced the idea with the hope that law enforcement <br />can use the same list of administrative offenses with the same penalties for each City. He <br />reminded the Council that this is a preliminary document that the Joint Powers Board has <br />not seen. He stated that he is looking for opinions on the list and the penalty amounts <br />from the Council before the Joint Powers meeting on December 12, 2005. <br /> <br />Council Member Lee stated that he feels the penalty for defacing park property. should be <br />increased to $100. <br /> <br />Council Member Terway stated that he feels the penalty amount for violations of weight <br />limits should also be increased because $75 is a "cheap ticket" fOf contractors and the <br />damage that can be done to the roads far exceeds that amount. <br /> <br />City Attorney Hoeft stated that the law enforcement officer will still have the discretion <br />to issue a standard citation that would be taken through the court system. <br /> <br />Council Member Terway and Council Member Lee stated that they both felt this issue <br />should be clarified better. <br /> <br />Page 3 of8 <br /> <br />./r; <br />
