As of this publication's noon <br />deadline, there had not been word from the <br />governor's office on whether he would veto the <br />budget or tax bills. The major transportation <br />funding package has been declared dead by the <br />transportation advocates. At this point, the buzz <br />centers around the activities of the bonding and <br />anti-terrorism bill negotiations. A stadium bill <br />could see action on the floor still, and the <br />governor is pressing legislators to take a vole on <br />tbe unicameral issue. No daubtlegislators will <br />use these IlI5l few nights and days to put it all <br />together before going home for a summer of <br />parade appearances and candidate forums before <br />the November elections. <br /> <br />2002 Omnibus T8X Bill <br /> <br />Late Wednesday night, the House and Senate <br />each passed the omnibus tax conference <br />nnmmillnn ml'nrt, ITJi ~w')~ nn" r,nnt thn tmr <br />package off to the governor thus meeting their <br />midnight deadline. For most of this session, the <br />speculation was that there would not even be an <br />omnibus tax bill. This omnibus tax package was <br />nrnftnn n",inn Ihn hllnnn' hill nnnfnrnnnn <br />committee ~gotiations earlier this week, and was <br />amended onto last year's regular session lax bill, <br />which was lefl behind in tax committee after ~he <br />regular session ended without a tax bill. <br /> <br />What tollows 15 a bnel summary ot prOVISIOns In <br />the tax bill affecting municipalities. City <br />mobile home HACA payments were eliminated <br />beginning in 2002. <br /> <br />- The statutes are amended to reflect the two-year <br />delay (enacted in 2000) for when "existing low- <br />income housing aid" is to be folded into each <br />city's local government aid base. Effective for aid <br />payable in 2002 and after. <br /> <br />- A change to the homestead classification <br />clarifies a 2001 law change affecting property <br />that is classified partly as homestead and partIy as <br />nonhomestead property.
