<br />~.", <br /> <br />.J'. <br />. <br /> <br />CITY OF CENTERVILLE <br />PLANNING AND ZONING COMMISSION <br />MEETING FEBRUARY 2,1999 <br /> <br />Pursuant to due call and notice thereot: the Planning and Zoning Commission of the City of <br />Centerville held its regularly scheduled meeting on February 2, 1999, at City Hall, 1880 Main <br />Street. <br /> <br />PRESENT: <br /> <br />Chairwoman Kathy Welk <br />Commission Members: <br /> <br />John Buckbee <br />AI LaMotte <br />Brian Hanson <br /> <br />ABSENT: <br /> <br />Linda Broussard Vickers <br /> <br />STAFF: Ry-Chel Gaustad, CMC City Clerk <br />Paul Patzer, Building Official/Public Works Director <br />****************************************************************************** <br /> <br />ROLL CALL <br /> <br />Chair Welk called the February 2. 1999 Planning and Zoning Meeting to order at 7:05 p.m. <br /> <br />PUBLIC BEARING (S) <br /> <br />Rezone Request - Gerald Rehbein <br />Mr. Gerald Rehbein (R&R Leasing) gave an overview of a request to rezone 10 acres known as <br />7305 20th Avenue and 7353 20th Avenue from R5 to PUD (planned Unit Development) - R2. <br />Mr. Rehbein mentioned that the proposed town home ratio is 3-to-l (three units per acre). <br />Moreover, the PUD assists in preserving the unique features of the property, such as the <br />wetlands. The City ofLino Lakes zoning ordinance states, the area east of 20th Avenue is <br />scheduled for high density development. Furthermore, the PUD permits fifteen structures on 10 <br />acres. Whereas, the R2 district regulations permit 29 structures on 10 acres and the R5 district <br />regulations permit 25 structures. Mr. Rehbein commented senior citizens are demanding <br />maintenance free, one-level town homes such as in the proposal. The proposed town home <br />development will be an increase to'the tax base compared to an R5 subdivision. In short, the <br />proposed town home development would accommodate senior citizens and will be a sound tax <br />base for the city. <br /> <br />Mr. Rod Henslin (1967 73rd Street) distributed a packet of information and a petition signed by <br />eight (8) property owners that request the Commission deny the rezone request for various <br />reasons (see attached). Mr. Henslin touched upon each exhibit in the information packet. <br /> <br />Ms. Maria Haugen (1994 73rd Avenue) stressed concern that the city needed to address safety <br /> <br />1 <br />
