Since that PLln was submitted, the RtwD <br />2 has updated their Watershed Management Plan. while the RCWD workS to limit th<! number of revisions to the <br />2'" Draft SWMP at this stage in the Plan process, it is necessary to understand that there have been significant <br />changes to the Watershed's PIan. and thus those changes need to be reflected in this Local SWMP. <br /> <br />Specific Comments <br />The current issues are listed below with reference to the section in the Draft Plan. <br /> <br />5.2 - An objective should be included that wmaddress promoting groundwater recharge and incorporating <br />3 infiltration and low impact BMPs. The Water Resources Management Plan should contain the methods and <br />framework to achieve this objective and the Implementation Plan should contain methods for implementing this <br />objective. <br /> <br />- <br />4 Objective 3 should read HPrOtect and improve water quality... H. Include in Objective 3 policies that include <br />identifying retrofit opportunities in subwatersheds where water quality treatment standards are not being met <br />and promoting the use of infiltration and low impact BMPs to improve water quality. <br /> <br />6.1 - Sediment removal should be included in the pond maintenance program. The current Wetland <br />Conservation Act provisions (8420.0540) include a section on maintaining the phosphorus removal efficiency of <br />5 stormwater ponds used for wetland mitigation/replacement The LoCal Warer Management Plan should <br />address the specific standards that will be used to determine when maintenance of swrmwater ponds will be <br />conducted in.order to comply with the new WCAstandards. . <br /> <br />6 6.2 - The first floor requirement should include a minimum of two feet above the lOO-yearflood elevation and a <br />minimum of one foot above the emergency overflow elevation. . Additional requiremenlsatE! necessary for <br />landlocked areas. <br /> <br />A.J.
