I -

understandable that they had concerns regarding a sex offender in their neighborhood. The
agent never gave permission for the offender to reside in the home with the children present.

Offenders released from the institution have a responsibility and a right to find housing. Anoka
County Corrections staff review housing plans and enforce compliance to the conditions set
forth by the DOC. Housing for level 2 and 3 offenders is very limited. There are very few
landlords or relatives that consider renting to these offenders. We are faced with the reality
that prison sentences come to an end, that halfway house funding is limited and that most
offenders will return to living arrangements within neighborhoods in the community. These
offenders will reside in someone's neighborhood. We all hope it's not ours. The Corrections
Department, the Police and the neighborhood collaborated effectively in this case. We
appreciate the concern and diligence of our neighbors in Centerville. The concept of
Community Notification and Community Corrections is to involve the community in the process
of offender accountability and rehabilitation.

The subject's supervised release revocation hearing was held on 3/18/04 and he was returned
to the institution for 60 to 90 days. He is to be released to a half-way house which will give
sufficient time for him to find alternative housing. The offender will be on Conditional Release
until 1/4/2013.
